Introduce the following bill, which was referred to the committee on January 24^th, 2017.

To Establish: SB 007

1.       Be it enacted by the Senate and

2.       House of Representatives of the

3.       State of South Dakota in

4.       Congress assembled, that

Section 1

5.       A bill that would charge out-of-state

6.        sportsmen an additional fee to hunt

7.        and fish in South Dakota.

Section 2

8.       An Act to Charge Out-of-State Residents

9.       18 years of age and up, a fee of 500 dollars,

10.   and children under the age of 18 will be

11.   charged a flat rate of 200 dollars, to allow

12.    access to hunting and fishing rights for a

13.   year, in the state of South Dakota. Along

14.   with this fee, you must also obtain a South

15.   Dakota hunting and fishing license from the

16.   South Dakota Game Fish and Parks. License

17.    granting permission to hunt and fish must

18.   be carried with the hunter or fisherman at

19.    all times, as a hard-copy or electronic picture.

20.    Valid signature must be present on license.

21.   Background checks will be done on all people

22.   applying for an out-of-state license.

Section 3

23.   If any hunting or fishing laws are violated,

24.    the South Dakota Game Fish and Parks will

25.   enforce a punishment as it is seen according

26.    to the law. If need be, the South Dakota

27.   attorney general will also become involved

28.   to enforce a correct punishment.

Section 4

29.   If a background check is run and a person is

30.   found with a felony, they will not be issued

31.   a license to hunt and fish in the state of South Dakota.

32.   If any person is found hunting or fishing

33.   without a correct license to hunt in the state

34.   of South Dakota, a warning will be issued

35.   and the person will have to pay a fee of 750 dollars.

36.   If fine is payed a license will then be issued.

37.   If a person with a warning is found hunting

38.   or fishing without a correct license to hunt in

39.    the state of South Dakota, the person will be

40.    made to pay a 1000 dollar fine and will be

41.    issued a class 3 misdemeanor. If fee is payed, a license

42.   will be issued.

43.   If 3 license violations occur, the person’s hunting

44.   rights for the state of South Dakota will be

45.    revoked for 5 years and a fee of 2,000 dollars will be issued.

46.   If false information or identification is given,

47.   the person will automatically be summoned

48.    for a public hanging.

49.   If a person who has had 3 warnings and

50.   whose license rights have been revoked for

51.    5 years violates the license regulations again,

52.    will not be allowed to hunt or fish in South

53.    Dakota again, and a summons for a public

54.    hanging will be issued.
